The Italy map should already cover everything it needs for career mode. There might be no race track but there could be street racing and drag events at the airport, drifting in the mountains and stuff. The map has so much potential, why not use it?
Actually, I was thinking about being able to travel between several maps, it could add so much to the relatively poor gameplay of the current career mode. It could also allow the player to drive other cars, specific to the markets of those areas and maybe, import those cars to the other maps.
That's even better. But for realism, flight and import should cost quite some money and take some time for the registration and stuff. And if you travel on the same continent (west coast - east coast for example) it should add up on the odometer.
