I'm not sure, but doesn't that model have Integrated Intel HD Graphics?
You may want to check that the game didn't switch to use that instead of your main GPU.

    CTRL+O and there

Hi, (Ciao anche io sono italiano ma rispondo in inglese per far rispondere anche agli altri) i've tried your solution but it was arleady on 770, it's very strange because sometimes it goes at 60 when i press a lot of buttuon, but when i change the car it retourn to 13! I'm using the new beta version of the game, but i was having the problem also with the stable version..so... now i've also tried to downgrade the driver but i'm still having the problem... do you need some screenshot or so?

Sometimes it goes to 60 and sometimes to 13... with the normal car 13 and with the others 4-5, also i've just discovered that when i'm playing, the gtx 770 usage is 1/2% very strange...because when i'm playing far cry 4 it stays over then 90%! here you are some screenshot

Have you tried after a Windows Restart? Just to make sure that some BeamNG Processes weren't running in background "Stealing" CPU power. About CPU, what's your CPU usage while the game runs?
If you stop the physics (J) does your FPS goes up?

Can you check if your CPU frequency when your FPS goes low? I'm thinking about possible overheating.

It's your CPU. It's downclocking to 800Mhz (??) while you play the game, making it perform worse. Try to tone down your Overclock maybe.

Mine has that too, but it should turn on ONLY when the CPU is not used (ex. you are not doing any operation), not when you are running programs using the CPU.

I don't know if it's a good idea to disable that. Means your CPU will run at High-Frequency all the time, increasing power consumption and temperatures.

Fixed it! When i play i need to go to the menu of panel control power saving etc...and set to high performance, and the frequency will be always at 4.2 when i finish i retourn there and press power saving, and the clock goes at 0.800 ghz

The game always stay at 60 fps thank you very much... now i need to see some tutorials for the world editor and play!
