SOLVED License plate not working

Hello fellas, I'm having a problem where I can't change what's written in the license plate. I have tried clearing cache since the other day, turning all of my mods off, and launching in safe mode. Is there anything i can do to fix it? Thanks

 

There's an option in the graphics menu: "Skip License Plate Generation". You have to uncheck that.
