Those who live in Europe, and probably most Americans know that license plates are long and thin rather than the US-spec more square-like plates. I've seen a mod like this before, back when there wasn't custom plates like we have now. There was a UK plate, German, French, Italian, all sorts. I don't think it would be a hard thing to make, for the devs (albeit this would be far down on their list of priorities) or a modder, and would help the aesthetics of the European cars (i.e Civetta and ETK) already in the game
