    Intel Core i5 10400F
    nVIDIA GeForce GTX 1650

Are you running the latest version of the game? Also, run the game in safe mode. If it still lags in safe mode, press Ctrl + Shift + F to open the performance graph. Look to see what PC component might be reducing your FPS.

I'm thinking your GPU and CPU are causing issues, have you changed the graphic settings at all........i would start by hitting the lowest preset and work your way up until the fps is not what you would consider playable.

So at the lowest settings, if you open the performance graph up what does it show, GPU or CPU bottlenecking? Your CPU is decent so i'm leaning more towards your GPU being the issue

What is your budget for an upgrade?

How much in the future? Right now those are not bad choices (especially the CPU) however GPU wise, if you were going with the 3060 I'd go with the 12GB version vs the 8GB version. If you are waiting a few months there might be better deals then.

I have a really good gaming PC that I built with my dad a few years back, and I keep getting a problem with heavy dust build up in it because I live in a high desert area, so you could be having that issue, because dust easily gets through the fans and just starts caking in there. I recommend using an air compressor with a nozzle attachment, or maybe one of those brush nozzle attachments on a vacuum cleaner, just be really careful with the vacuum because my friend tried that and bent his motherboard.
