I am getting 19 fps at best on a pretty good gaming laptop. I can't figure out why.

    Hello everyone.
I have been googling fixes for my issue with having no more then 19 fps on my laptop, but have not yet found a solution. I ask your help in this endeavor because I am getting flustered and none of my usual go to's have had any effect. I have done the following:
    - Assigned Performance mode in the power settings
    - Assigned Prefer Maximum Performance in Global settings in Nvidia Control Panel
    - Assigned Prefer Maximum Performance with both the 32 and 64 bit executables in Nvidia Control Panel
    - Put the graphics settings on Lowest (No improvements, still 19 fps)
    - Updated Nvidia Graphics drivers
    - Disabled Xbox Game DVR
    - Cried
    - Got myself together and booted the game in Safe Mode (also to no avail)

Details I think you might need to know:

    - At the menu, I get well over 100 fps no problem
    - My CPU doesnt seem to leave 1.7GHz (it turbos up to 3.5GHz, or it should, at least...)
    - My GTX 970M is registered in DirectX Diagnostic as the renderer, not the display hardware.

Details I know you will be needing:

    Specs:
    - Laptop Model: Gigabyte P55W v4
    - CPU: Intel i7 5700HQ 4-core @2.7GHz (3.5GHz boost)
    - GPU: Nvidia GTX 970M
    - RAM: 8GB DDR3
    - OS: Windows 10 64-bit

    Performance:

    Settings:

Please let me know if any of you need more information from me. I will do my best to provide it.
Thank you all for reading this and helping me in any way you can.

Can you download and run HWMonitor, to retrieve the CPU temperatures after 15 minutes of (likely tortuous at that fps) game play. The CPU jamming on 1.7 sounds like potentially thermal throttle

I can still do this if you like, but I tracked down the locked CPU frequency to a software that Gigabyte put on the laptop that assigned fan profiles.
It was set to quiet (as opposed to Normal or Gaming mode), so the CPU was under clocking to keep cool. Performance did improve, I will update this with data soon.

sometimes its best not to intervene I would trust SixSixSevenSeven over you no offence but his suggestion of Thermal Throttling seems to be the likely case here....I am not trying to get into an argument with you so lets end this here, Its Thermal Throttling....

"trackeddown the locked CPU frequency to a software that Gigabyte put on the laptop" thats why you need to reinstall windows if you buy laptops from asus/gigabyte/acer/msi but only if you know what your doing and know how to install drivers and where to get them (not on those driver bot sites)

Wim Kool, did you read the last bit of my post prior to "Its Thermal Throttling" it said "Lets end it here" that means I dont want to talk about it any more to me this is already a closed topic between us stop trying to reopen it...

    To the moderators:

I am trying to be well mannered here but sometimes people on here dont listen you should add into the Posting Guidelines that if someone asks you to leave a topic alone after they have said not to bring it up again or something....

    To @SixSixSevenSeven

I think you need to close this topic once and for all with some divine guidance.....

8 years not bad, I have got 10 years of actually building computers and I know my fair bit about thermals from how each bit of the computer interacts with the environment
