Low FPS on (i think) decent system

Hi, I have a dell XPS 15 9510 with an i7 11800H and an RTX 3050Ti (45W)

(game in safe mode)
I do not exceed 20fps in normal quality, in the lowest quality settings I get barely 60fps.

The cpu is pushed to overheating (but still remains at 4.3Ghz) but remains at a usage of not even 20%.

The GPU is not really affected it is used at 30% in 1200p and 70% in 4K (both resolutions in lowest settings)

On other game like Forza horizon 5 I get 60fps in medium/high (1200p)

the only exception is the empty map where i get 65fps in normal in 1200p and 55fps in 4K(GPU bound now)
- getting 2 gavril D series doing donuts will lower to 45fps (1200P normal and lowest)


so the low fps thing seems to happen when aobjects are displayed

The in-game data clearly tell a CPU bottleneck but the CPU is completly fine (at least in physics computation)
