What happens when you pause physics with J, if FPS shoots up it confirms CPU limit. If FPS remains constant, it confirms GPU limit. Both CPU and GPU are fairly low end, but you shouldnt be having major issues.
CPU. Check no other big program is hogging CPU time (norton and mcafee antivirus are particularly bad for this) and that the PC hasnt been set to low performance/power saver mode.

CPU will bottleneck in this game, but not as drastically as you are experiencing. You never answered whether your PC was set to power saver mode. Control Panel > Power Options, make sure its set to High Performance. Check in the system tray that nothing else CPU heavy is running as on your dual core chip you simply dont have the multitasking ability to do it at the same time as BeamNG.
No it is in high performance. I have checked if I have anything eating into the CPU, I have 360 security which is now turned off but apart from that there is nothing. The best I will get with 2 cars is about 8-12 fps.

Yet again misleading information that a dual core CPU isn't powerful enough for BeamNG.drive. I have an i3-2120 which is only slightly better, but I can run 2 D15's at once without any lag. Make sure you have no browsers, background programs, etc. running, as they can cause a lot of CPU stress.
Won't help as the pause physics test shows its his CPU not his GPU. Resolution and graphics quality only helps the GPU.
