I get ≈20 fps, and it is only using about 30-40% of the CPU (task manager shows load spread evenly across all CPU cores) I have seen it running much smoother with similer speed core 2 processors.

There are no other programs running. Also, the graphics settings are at lowest settings, so the gpu is not the problem.

    Q6600 (stock clock speed)
    gt730 (64bit gddr5)
    4gb ram

my old E8400 is no match for this game it was older and slow and generally not advised for games of 2016, but my new 5960X is and I am now happy with that...

Since he'll have to get a new PC entirely, be might aswell get something "cheap" . An i5 4460 + GTX750 will get good performance in most situations on this game. If you're the kinda person that just drives around gridmap you can run the game at max settings 45 FPS 1080p no problem.

yeah I agree with you, but if he was willing to spend a little bit more the i7 becomes possible

An i7 is overkill for just gaming, an i5 lets put more money towards a better gpu

I rate this. Spend good money on a nice I5 or AMD 8000 series and buy a good CPU Fan. Overclock it and then buy a 750TI or like me a 960 MSI OC version. Costs maybe 90$ more

slightly slower than an i7-3770K but only JUST out performs a i5-2500K by 19 points on passmark

Than maybe a FX 9590 Black. Then I need a new Board tho as well. ASRock 970 extreme4 is not very good for High-power CPU´s

    $240
You would get abouts 10,255 where as I am 15,988 on Passmark...well see what works for you :), but you have the better deal with a CPU costing $240 where as I am $1,050 for my cpu
