Major Frame Stuttering in Replay

I'm getting pretty big lag spikes/stuttering during replays. It is most pronounced with the modded trucks shown in the video, but the same thing happens to a lesser amount even in safe mode with stock vehicles. No graphics settings seem to make much of a difference, I'll just get better FPS but still see a lag spike for the replays.

I've had a friend with a different computer setup (lower GPU, lower CPU) and he saw no lag spikes with the same map/vehicles.

Running windows 11, RTX 3070ti, intel i7 10700F.

Any ideas on what the issue is?
