The default FOV is way too close; if you're driving 50MPH, it makes you feel as though you're only going 20MPH. On top of that, you feel as though the steering wheel is right in your face—especially when you're driving in the van.
That's the FOV. The actual position of the camera for the cockpit can be customized from the camera settings menu
his issue is the sense of speed though, which doesnt change when you move the seat. he probably meant fov - for the layman increasing the fov does look like moving the seat back.

You can, but at the moment it affects all view. It's the 'FOV Tuning' setting in the Options > Camera menu. Or you can change that on the fly by pressing 9 & 3 on the numpad, as suggested above (although that is a temporary change)
