I've noticed this as well to a degree, but, it is extremely dependent on what year the engine you are using was made (due to technology), and what type of engine. For a 5.5L V8 from like the mid 90s, yeah, 10 miles to the gallon is somewhat realistic. I wouldn't say its a small range as it is just the engines in-game being gas guzzlers. Perhaps some more engines with more forgiving economy?
I think it's your driving style that matters. I can easily get over 30 mpg on average for modern sedans, like Cherrier or Sunburst. even on the electric version of Cherrier, I get around 200 miles range if using one paddle mode
I too have noticed the fuel consumption is inflated, I'll check it tomorrow and compare it to real life counterparts
it kind of makes sense since you would never run out of fuel otherwise. while i was modding i had a pessima lx v6 for reference opened, i left it driving in circles at full throttle for like 1h while i was modeling something and it only ate 1/5th of the total fuel
