Making an in game configuration and adding it to a mod

i know it is already in discussion but the problem is i made a config and i asked the creator about using some of his parts which i believe i used but the problem is i learned it is not as simple as i thought i read the uploading rules and i need it to be a mod pack.
do i need to turn the pc file into a zip pack because i need it to be able to load it into the mods folder

and how do i make it show up in the show room
