Okay, so you basically know what is happening because of the title. things I have done: -ran CCleaner -used multiple fps boosters -updated my drivers My CPU is an Intel i5 3340 with integrated graphics. the CPU cooling fan is a arctic freezer i11 IT IS NOT OVER HEATING (I have checked my temps already) the only way the fix it is restarting it. (only last for 20 minutes) and for some reason running a gif in the background lessens the lag. also my windows update gets stuck on preparing update, so I cant fix anything with that. this started in October of 2014
Are there any other programs running in the background while you play? If so then you can try going to the task manager and see if there are any processes using extensive amounts of memory.
nope. nothing I am trying fixing windows update and running the 600+ mb of updates and see if that fixes it.
What exactly do you mean by "lag"? Low framerates? Stuttering? Slow loading? Please give us more information as well as specs and memory usage.

Task manager > performance but from what you are saying, low frame rates come from underpowered processors, whether it's CPU or GPU. Your CPU isn't terrible, but if it's a laptop then it could be very low frequency (GHz), but your GPU is abysmal. I don't really understand what you are expecting from the lowest end i5 which is more likely low-frequency and crappy integrated graphics - this simply do not meet even the minimum requirements for BeamNG, not to mention many other games.
I never said I had beamng, or that I play graphics intensive games (it lags on internet games leik happy wheels0 also its a desktop.
my cpu is 2% less powerful then the OP's, and i can handle up to 4 vehicles (3 for moonhawk, 0 for t75) no problem, and the OP's cpu is .1GHZ faster then mine as well, so i highly doubt his cpu is the problem (unless it's thermal throtlling, but he already said it's not overheating) i also have the same gpu as his, beamng on gridmap runs fine at everything at low expect resolution, texture, and model, resolution i run at 1280x1024, and texture and model i run at "normal" and get 30 fps easily (if i bump down the resolution to 1024x768, i can get around 45-60fps) so no, his cpu most certainly isn't the problem, and he says he lags even on happy wheels, and for that kind of thing an intel hd 2500 would also be perfectly fine
yea you do what i do and play low res for fps i have a I7 3770k and a gt series card so that's my prob
download malwarebytes anti-malware and do a "Threat Scan", if nothing shows up then i really don't know. if the above doesn't find anything, would you be ok with backing up anything important to a flash drive or another computer or something, and then re-installing windows fresh?
hence why i asked if you would be ok doing that, because at this point i can't think of what could be causing that
Get rid of all the performance boosters, they do more harm than good and even more so in this situation. All they do is manipulate thread priorities (assuming its a legit software, most are, a few are malicious but not many and the legit ones are easier to find anyway). Theyll usually force web browsers to low priority mode which would then make your web based game run in low priority which will then leave it lagging. Don't know what browser you are using. I recommend switching to chrome if you haven't already, under the developer settings you can enable full hardware acceleration for page rendering, may help. Firefox is the most ram hungry of current browsers and only current browser with absolutely no handling of multi core systems so to me that makes it redundant in this day and age. Internet explorer is just crap compared to either Firefox or chrome. Opera is just opera. Also with his absolutely vague and non helpful posts I believe "thatguy" should perhaps reconsider what subjects on which he gives advice. Final resort. Windows reinstall.
yesterday my games did start to work randomly for no reason, but today it stopped and it still has lag. I don't have any game boosters (I got rid of them all) would waiting to Win. 10 be an option?
Open your task manager and see what's up. See what processes are taking the most CPU time, and how much free RAM you have. Lagging after 20 minutes sounds like either a program scheduled to run has launched, eating up CPU time; memory usage hit max before Windows felt insecure and started dumping stuff on the HDD, leading to stuttering and lethargy; or perhaps the CPU fan is clogged up and the CPU begins thermal throttling. But sometimes it's just a setting, a tiny oem program setting the CPU into low power mode, etc. Just click around, do some research, uninstall anything new. Fiddle around with it - that's how most technicians figure these things out. Wiping and reinstalling windows is a last resort. You don't need a newer version of windows to solve the problem if you do plan to reinstall, you can just put the same OS on again.
