Try putting the heightmap into steamapps/common/beamng.drive/content and loading from there.

What are the heightmap dimensions and where are you making it from? Is it 16bit .png?

Sometimes height data from this type of source will not load in Torque and needs to be put through another program like World Machine
or L3TD first. Terrain Party heightmaps are this way.

Put your heightmap directly into the contents folder and not in levels.

I don't know what to say. I used L3TD a long time ago so I am no expert on it today. Maybe verify you are exporting correctly.
Perhaps Nadeox will pop in soon and wave his magic wand!

When I open your heightmap in L3DT, it shows your dimensions are 300X300. The dimensions need to be a power of two.
    1024X1024, 2048X2048, etc.
