Non-toggled Parking Brake?

Is there any way to make the hand/parking brake non-toggleable, as in, the parking brake is only on for as long as you hold the button?
If so, how?

That works for the keyboard, but I'm using an Afterglow XBox 360 controller, doing the same thing to it doesn't change anything, it's still toggled. Is there a way to fix this for the controller?

 

Fix it in the input map for your controller, not the keyboard.
