Not Enough Memory (Fatal Error)

    I have a complete low end gaming computer with 16gb of ram two ssds that are more than half empty good cooling ryzen 7 processor and a pretty decent msi 4gb graphics card. my problem is any time i load into a big map or switch cars the game crashes and says ---- FATAL ERROR
    not enough memory to function please contact beam devs
    and i dont know if there is somthing wrong with my computer or if it is a bug in the game..

    Yes I have but it only happens sometimes with mods on or off
