Performance issues on higher end hardware

    I have been experiencing issues related to performance for a little while now. I have been in contact with support a month or so back and took a break for that time. My performance issues are related to the traffic system and certain graphical options as even with medium settings my frame rate is janky usually averaging 45 - 50fps although this does dip below. after messing around with the settings I narrowed it down to a few culprits and they are as follows - running the game at anymore than 1080p with dynamic reflection and having the traffic enabled. I get just under 60fps consistantly with the display downed to 1080p and most of the rest of the settings maxed out.

    It should be noted that I am using a Asus rog strix G733ZX the specs are as follows: CPU - intel core i9-12900h. GPU - Nvidia Geforce RTX 3080ti 16GB and 64GB Ram OS: Windows 11. Usage for both CPU and GPU does not exceed 60%. The temperatures For GPU maxes out at around 70° and CPU although sits quite high at 85°- 95° it's to be expected of hardware in a smaller form factor. It's safe to say I do not believe this is my hardware for the issue as neither is close being maxed out usage wise and only the processor is at a high temperature if it were thermal throttling dynamic reflections wouldn't make a impact as that is a GPU process surely?

    Methods I tried myself to resolve this: booted up in safe mode with same settings enabled - same results, nuked all mods (in case in case), cache cleaning, created a new user folder with backup, verified the files and did a clean install to no avail :/

    I understand that the traffic is quite demanding on its own for CPU usage but I just don't get how it conflicts with dynamic reflections and chokes up gameplay so much. The hardware I am using is certainly capable of handling such and should not need to be toned down to alleviate these issues discussed, but for the time being or things to consider maybe have more options to scale down certain features such as having more control over the A.I through settings (not limiting U.I apps) or altering dynamic reflection so its only relative to the player or in their immediate vicinity to improve compatibility, optimization and for trouble shooting?

    Has anyone experienced this issue or any thoughts on how to resolve this?
