There already so many maps like this. Like 4x4 Island, or simply Jungle Rock Island. I don't think the developers will made a map with a lot of research after Johnson Valley who takes 2 years of development/research.
If you have lidar data it shouldn't be too hard, but note that it is 100 km long. This means the best terrain resolution you can get is around 12 meters per pixel from your heightmap. That is not great to drive on.
