Police lights, how?

I saw this dude on youtube, that some how, made working ''Police lights''. I know that it isn't like real lights, but I would really like to try it.

So, how is it possible to make?

The only thing he says is something about the Editor, something called ''Lik'', 'Front spotlights'' etc.. It doesn't really help me that much, sherlock.

Quit being a smartass. If you're not dumb, then that should be pretty easier to decipher. He says to go to the editer, click on the front lights of the car, change one of them to blue, and one to red, and give them the blink animation.
