Powetrain Torque Reduction Problem

    How this bug happens:
    1. Init a new vehicle.
    2. Make a powertrain tree's final outputAV is 0 (e.g. Vehicle is stuck). Now the engine's outputTorque is T1.
    3. Press R to reset.
    4. Do Step 2 again. Now the engine's outputTorque is T2. You will find out that T2 < T1.
    Press Ctrl+R or restart the game. Do Step 2 again. Now the engine's outputTorque is back to T1 again.
    This bug has shown up since 0.31 or even earlier version.
