Quick question about config mods

(Sorry for my bad English)
I'm making a configuration mod of a roamer, which uses the Austen's parts pack, if i release my config mod to the repository, do i have to ask the creator of the mod which is contained in my config mod? I apologize if i broke the forum's rule without noticing, I'm not really active in the forums

And if I were to release that mod with new letterings, should it go to mods of mods or as configuration (just curious)
