So for whatever reason, my wheel and force feedback does not work as it should on this anymore. It grinds and gets tight then is free again. It's made me stop playing it, I've read up and heard it could be related to FPS, I used to get 60-70, but now I'm getting about 45. How can I raise this and what could be causing it to be so low?

Lower graphical settings, like turning off SSAO and dynamic reflections is first step, setting normal graphical quality instead of high can also help with FPS, but if with exact same car on exact same map your FPS is lower than before, then there can be numerous issues that are causing it.

What is your hardware, CPU model and speeds you are running at, same for GPU, amount of ram.

Also some mods can spawn errors on console, which makes game slow down, especially with time.

Wallpaper engine has made FPS slow down at least in one case.

It can also be thermal issues or some other hardware related or some other software.
