I have made good amounts of progress on my terrain, and I just found out with the compass that the way I designed it does not match up with the compass. Is there any way of rotating every single thing simultaneously to be facing the correct direction or is there a way to just set the compass for this terrain?

DON'T move the terrain or resize it if you've already been into map-dev time for a while. Just don't. This is bad, mmm-kay?

Decal roads cannot be rotated like mesh roads, objects and terrain. They can't even be moved in the object manager
Though, if you shift-drag them in the F1 object manager, it makes a dupe - handy to know. Go back into the decal-road manager, unselect anything you have selected, and re-select the decal road in the view that you just duped. This'll allow you to freely click points and move the decal road away, presto, you now have an additional decal road just like the road you copied from. If you try to click the newer dupe it won't let you select the points until you move it away.

Your best bet would be to hope that you can re-orient the compass to your map. Generally speaking, this should have been checked out 1st. This is how I did my Tennessee map - N is N on there ~ made darn well sure of checking that before I got started! I wouldn't worry about it for now, most people don't use the compass. Just list it under bugs/errata and keep your map a beta until the feature is added in the future, or you find out it's an existing feature already. If it is already existing, maybe someone else knows and can add in. Don't let this keep you from making a good map. If your map is fun, people will care very little about the compass. My So-Cal map is actually real terrain not too terribly far from Bishop, CA (however, N is N on that one too).
Generally, if you didn't rotate the graphic, or the terrain in the map, and you got it off USGS, it'll come through alright in the game direction-wise.
