Go to Documents/BeamNG.Drive and delete the 'Settings' folder.
    See if it helps.

    That's probably because of 4K.
The main menu doesn't seem to limit it's resolution at the moment, which is supposed to do, especially with such high resolutions and videos playing in the background.

Go to Documents/BeamNG.Drive/settings and open game-settings.ini.
Look for the 'MainMenuBackgroundMode' line and instead of 'Video' put 'Images'

Oh wait, I totally overlooked something.
Your monitor is FullHD, but the game is going 4K.
    That still happens?
If yes, what GPU you have?
Nvidia has this DSR option, which will make some games think your monitor resolution is much higher than it is really.
You should probably disable that (from the Nvidia Control Panel).

AMD should also have something similar.

Your monitor is FullHD, but the game is going 4K.
That still happens?...yes in window is game in fullHD but when i switch on fullscreen game is in 4K....(when i change on fullhd choice 4K disappears. But basic options in fullscreen is still 4K and monitor have in fullhd) i have now asus strix 1070 but problem with icons I still and too on the old graphics card (amd radeon hd 6950)
Currently annoy me mainly those icons for a long time and I hate that I have to play the game all the time because of my window refresh (minimalize and maximalize)

As said, check the DSR option in your Nvidia Control Panel and turn it off.
That is what making the game goiing in 4K when it shouldn't.

    Uh, that makes no sense.

    When the problem started?
And what was the last things you did to the game/PC before this happened?

The same issue happens if you run the game from:
    Steam/Steamapps/Common/BeamNG.Drive/Bin32?

I have no clue on what else to suggest.
There is no other people that reported such issue.

    So let's recap:
    - Clean reinstall: Done
    - Reinstall drivers: Done
    - Game not running in 4K: Done
    - No weird program running or causing trouble

    Have you tried another PC?
