Can you remove them, are they under tuning, do they only come on certain cars, because I want to destroy an engine.

It's present only on cars that are supposed to have them.
    Older cars will probably not.

And no, you cannot disable it.

So if I redline a Barstow, it'll break?

    Yes, eventually
If you edit the j beam of engines you can change whether or not an engine has a rev limiter. If you do that just make sure you don't edit the files directly, make a mod

Not necessarily. However, if you over-rev any of the vehicles' engines, then yes, they will break. Newer vehicles (like the Sunburst) are designed to have more-sophisticated rev limiters to prevent engine over-rev, while older cars (like the Barstow) will have much more basic anti-over-rev tech, meaning that they'll be easier to blow up.

To expand on what driftin said of you take a car with a limiter, get to a very high speed, and then shift into first, you'll blow the engine. It only comes up as valvetrain damage however. When it happens, all wheels that get power lock up conpletely
