road decals squares glitches

since i can't expect people to clearly describes their problems on threads title, i cannot manage to find a solution for my problem

all the game works fine after last update but the roads are full of black perpendicular lines and i have no idea how to fix this visual issue. Of course i fully cleared the game cache and it didn't solve the problem AND I launched the game in safe mod without online content(only on the fourth image), the problem still remains and clearing cache was the last option that came to me...
