Scale Material and Light Effects to Delta Time

    It probably shouldn't bother me, given how small a detail it is/would be, but I think it would be preferable to have material effects (such as wind sway, waves, and image sequences) and lighting effects (such as time of day) scale according to the Beam physics' delta time. This would allow the aforementioned environment effects to enter slow motion alongside vehicles, and would look more natural.

    Not that I'm quite sure as to how much access to Torque's core code the devs have, or whether this is already supported in the current dev build.
