Seat adjustments not working

I've done a clean install and tried safe mode, no mods installed, and still cannot get the driver seat positions controls to work. Neither the default keyboard commands or mapped wheel controls are able to move the driver seat up/back/down/up.

 

In camera settings there's a setting that allows modification for seat adjustments.

 

Is that new? I guess its been a while since I messed with those settings, I was trying to assign in the controls tab only and didn't realize it needed a settings switch to function.
