Hello, i was wondering if my fps should be this unstable, i have around 30fps at italy on normal settings and generally low fps all around, i don't even bother to run west coast usa, my specs are:
    Ryzen 5 3600
    Tuf Gaming GTX 1650 4GB
    2666mhz 8gb ram
    500gb SSD
    650W Power supply
So should my fps be higher? is there a problem with my pc or is it because i have 8gb ram?

It will handle normal- ish ( 5-6 cars with 60 on 2048x2048 map) but you d better upgrade to 16 or 32 gb

You are being bottlenecked by a mediocre GPU and only 8 gb of ram and you didn't specify whether it's single channel or dual channel ram.

    1. bottlenecked by a 4gb vram gpu
    2. 8gb of slow (for ryzen standards) ram which is likely single-channel

in my opinion if you want better fps you should pick up something like the RTX 2060 super or the GTX 1080(ti), although they are far from the newest so you shouldn't expect 4k with absolutely everything on max settings
if you want something newer, i'd recommend something like the rtx 3060 12gb
AMD cards have some stability issues in beam from what i've heard so i wouldn't recommend them personally if you only play this game (although for the money, the rx 6700(xt) is really good value depending on where you are)
and for ram you can just grab any ddr4 3200mhz (or higher) CL16 latency kit of ram in dual channel, should be good enough for a good gaming experience

A 1080 is way better value than a 1650 as well. I have a 1080 ti and it crushes every game at 1440p, obv no RT or DLSS but it's still really good.

i literally use a 750 ti (gtx) and 16gb ram and i get somewhat fps around 50-70 and it runs clean. Try upgrading yo ram man, and take the advice of the techies in here.

8GB RAM in BeamNG is unusable imo
