Significant performance issues with update 0.24

Ever since update 0.24 my computer cannot handle much of anything. Normal driving around is fine, but as soon as I try drifting around or crash I'm getting sub 20 FPS or worse. I usually get around 80 FPS on normal graphics settings, regardless of what I'm doing in the game. And when I try spawning in traffic I'm getting somewhere around 8-17 FPS, even on lowest graphics settings. Is anyone else having this issue?

PC specs:
AMD Threadripper 2970WX
RTX 3070Ti
32GB RAM
