Slow menu

When I see videos of people playing this game I always realize that their menus load faster and the cars load faster in the game, my game always freezes for 2-3 seconds then it loads up and the same goes for changing/adding/removing parts. I have read multiple threads about this issue from anywhere to 1-3 years ago and I have tried many different things that I could find and nothing has fixed it so I was wondering if there was anything to fix this issue. This was tried with the original version of the game (no mods) and whenever I add mods it just makes the issue worse. I am also on the latest version of the game hotfix #2 0.12. I would greatly appreciate if someone could give me a solution for this as I have been playing this game for about 2 years now and have been through a lot with this game and would really like to have my game preform better. Thank you.

16gb 2400 Ram
Nvidia GTX 760 graphics card

are you sure they aren't just cutting the parts of the video where it would freeze? i always see tons of jump cuts when they're loading menus and changing cars. the menu system is just bad. even with a great cpu, running off an ssd, and nothing else happening in the background, it always lags a little bit.

 

I guess I should have mentioned that I have seen a video on this website posted officially for the game (not just by a user) and I have a friend with a somewhat similar similar system to mine that seems to have a nearly perfect menu and also I have done a clean install of the game not too long ago because I had installed a raid0 setup for my computer so it seems it’s not a storage device related issue either.
