Smoke gone

So, I had Cessni's Smoke Mod installed, because I preferred the smoke from his mod. But then I noticed that after installing it there was no more black clouds of smoke coming from the exhausts from cars with diesel engines. So I uninstall the mod, and after having that done, I seem to have no more smoke in the game. I have tried to clear my cache, I've let Steam check the files, and it said everything was fine. So I reinstall the game, still no signs of smoke. I also tried uninstalling all mods, and nothing worked. Does anyone know how to fix this?
