This is a bit of a bullshit article. They used a single example from a shoddy car manufacturer to prove their point, but the truth is there are plenty of other cars with these small turbo engines such as the Twingo or Smart ForTwo (or the ForFour) that get great fuel consumption and don't produce ridiculous emissions. That being said natural aspiration and large displacement engines need to come back to the car industry, they can still get fantastic fuel consumption with decent power and lower emissions than turbo engines (turbo engines have higher compression than NA engines, this means more heat is generated during combustion, and more polutent gases are created as a result)
