The best option to open a SW file in Blender is to export it as a .dae or .obj. As for scaling, you can just select everything at once & then press S to scale it to the desired size
I strongly recommend *not* using SolidWorks for these kind of things. Solidworks will create horrible FEM-like meshes with thousands of unnecessary tris. You're better of learning Blender and creating your models there from scratch.

Can always use the Decimate modifier in Blender on the mesh in question to lower its poly density. It may not look as good or the polyflow might not be great, but it will definitely be de-polyfied quite a bunch
This. I've tried, but there's very little point. You'd have to do so much work in Blender to clean up the model you may as well just start from scratch in Blender. Maybe it's a bit more do-able with some remesh addons, but those cost money. You could also try shrinkwrap... but unless it's a complex object it's easiest to just do it in Blender.
