Some mods don't load onto steam?

Yo, whenever I try to put in some mods to the game, it won't load the mods. However some of them would appear in the game.

And just for your information, I have the full game on steam.

I don't really know, but it is sort of like a pattern.

 

Some mods are outdated and don't work on newer versions of the game. In this case there is nothing you can do, except, either updating the mod or nagging the mod creater (which I strongly disagree with)Do any mods work? If this is the case then yes, the mods you are working with are outdated. In case you haven't tried, most mods come in a zip file. In most cases you are not supposed to copy the zip file directly. SOME mods have within them other folders eg. Car.zip/content/car. In this case you would install the 2nd car folder which isn't zipped (please note that this does not apply to some mods).
