Only settings AFAIK are graphical so idk what your asking. And putting "Does" infront of somebody might help

 

Most of the graphical settings in this game has at least some CPU effect.

To save single core CPU power, set shadows to partial, dynamic reflections off or minimum, don't use much lights, DOF and light rays off too. Mesh detail to normal instead of high can help too.

Generally thanks to T3D and DX11 all graphics are using single core CPU which also UI uses, so hiding UI might help too, but things like SSAO can at times use a LOT of CPU even it is GPU heavy thing, it does add drawcalls, sometimes a lots of and even with fastest Intel CPU (single core performance), one still need to adjust settings to limit usage of CPU.

That probably will get better in a future though, but right now leave dynamic reflections off or minimum for driving.
