Starting police pursuits with traffic?

The other day I was trying out the traffic mode and it gave me a notification in the top left that said something along the lines of "go chase down the suspect!" or something. And I thought, wait is it possible to start chases with traffic cars? I know that it works the other way around with having police cars in traffic chasing the player. I was wondering if anyone has gotten what I described to work because I couldn't replicate it.
