Is it possible to steer with the scroll thing on a mouse because i rigged up a steering wheel that involves it but Beam.ng drive doesn't seem to pick it up.

It's not possible to use the scroll wheel for custom bindings. That's hardcoded to be used by stuff like freecam and nodegrabber.

    - Make sure both phone and PC are connected to the same network (required)
    - Make sure the game is not blocked by your Windows firewall (the game will show a warning in the Options > Controls > Hardware menu, near the QR codes, if it's being blocked).

Not much then. Just get the app, and scan the QR codes in-game.

WiFi or Ethernet should be no problem, as far it's the same network.
Something is very likely blocking the game from connecting to your phone (and vice-versa).
Check your antivirus, firewall and anything similar.

If it was blocking it, it would say so but it doesn't I let everything through the firewall so I don't know the problem

although the phone does not have service I don't know if that is an issue

It does not matter if it doesn't have service.
The only requirement is that are both connected to the same network (WiFi, Ethernet or etc.), but same network.
I saw some user having their modem blocking devices on the same network communicating from each other, so perhaps you are in the same then.

Something between your phone and the game is blocking them and the app.
No way for me to tell what exactly is, as it could be anything on your PC (antivirus, weird firewall, anything resembling the first two, a weird program, a weird configuration, etc.)
Wish I could tell you exactly what, but that's something only you can check :\
