Stutter Issues

I'm playing this game since the first year of it and I had some stutters in the past too and it got better but since the last update the game is very hard to play because of the stutter issues. After starting a level the framerate goes from very low to very high and when I drive the game stutters every 10-18 seconds. I don't think my PC is the problem because the Hardware is completly sufficient. (The HDD too) Here's my pc (I hope this is not forbidden to post that): http://www.sysprofile.de/id183270

I hope the problem could be fixed and my grammar is not too terrible!
