Sun reflection is inconsistent, leading to flickering with dynamic reflections

At certain angles, the sun's position in the lighting calculation is off. If dynamic reflections are enabled, the renderer switches between this incorrect position and the correct one each frame, creating a stroboscopic flickering.
The issue depends highly on the camera angle, but I don't know how exactly. I only noticed the flickering during scenarios, usually of the "garage-to-garage" kind. So far, attempts at recreating the issue in free roaming have failed, even when trying to replicate the conditions with the same vehicle in the same position. Despite that, the issue seems to be common enough to appear once every couple scenarios.

The attached video shows an instance of the bug when I noticed it again. The footage was downscaled to reduce file size, and bloom has been turned off for visual clarity. The video shows the sun's reflection snapping from one position to the other when rotating the camera past a certain point, before repeating that showcase with dynamic reflections enabled to demonstrate the flickering.

My system uses an nVidia GeForce RTX 2080, on the currently latest driver version 527.56, and the demonstration video has been captured on the current game patch 0.27.1.0.14652.

Please note: Even if there is no direct reflection of the sun, the flickering still manifests as slight changes in brightness across the entire reflective surface.
