Looked to me like a few things were wrong. Here's a few I identified. 1. The folder and the material.cs file were wrong. The folder is called flame, but it was defined as barstow_flame in the material.cs file. I renamed the folder in the material.cs file. 2. There was no dds file. I went ahead and saved one. 3. In jbeam files, I think the second bottom curly bracket needs to be directly below the first bottom one, and not one space apart like it was. So here you go. I got it working for you.
It stands for "DirectDraw Surface." A lot of BeamNG textures are DDS files. If you have Paint.NET, you can save DDS files.

No, but there is a ClassicRS.pdn file though, and I don't think BeamNG supports them. I've never tried.
