Suspension and Dynamic Brake lights Question

I have a question about car suspension and a question about dynamic brake lights.

First question, how do I make it that the suspension on the Vivace allows for Nosedive braking like the Wendover Facelift Sport 3800 does? I need the Vivace to Nosedive in a scene for a movie I am making.

Second question, how do I turn off the dynamic brake lights for all cars, for the movie I am making, it is taking place in the United States and (from what I know) flashing brake lights are prohibited in the U.S, so it doesn't make sense to have them in the movie. Secondly it also bugs me that the Bruckell Bastion, American made car has dynamic brake lights...)
