Terrible freezing up of the game.

Before the last update, Italy would run perfectly without stutters at 60 fps with like 9 other cars. Now, I run it and it stutters and it even froze the entire game so I had to use task manager to close it. It really sucks and I'm losing motivation for playing this game now, as I risk crashing just by playing it. Please fix

Do you have or had mods?
Have you checked in Safe Mode?
Or tried to perform a Clean Install? (in case your install may be corrupt)

Update: Safe mode runs perfectly, except, deactivating all mods didn't work. It still stutters weird.
