Traffic Issue

    Noticed the Traffic isnt working correctly. such as the ai isnt observant to the other cars and try to avoid the accident, also the police isn't acting right either they are just acting like normal traffic and wont chase you for speeding or crashing into them. not sure if its from the newest update or my recent changes due to hardware swap of a ssd so i had to reinstall it.

    Okay i am glad i am not the only in this boat with the AI acting... less traffic and more AI last generation;) but seriously i was thinking i was going crazy cause i tested it out before the third hot fix was released and it worked well
