Traffic respawn/teleport breaks on second map load and beyond if police are enabled

    Hey, big fan, long time player, etc. I've found a reproducible issue with traffic AI in the latest version on Steam. It does not appear to be in the known issues list.

    I've attempted to troubleshoot this in the usual ways on my own first, including a full clean reinstall and verifying Steam files. I also explicitly have no mods installed.

    Here are the exact steps in full:

    - (Uninstall game, delete all user folder content and Steam files, reinstall game)
    - Personal preference: enable telemetry, switch to borderless mode, enable v-sync, set shifting to realistic, disable all assists
    - Freeroam, Utah, auto repair spawn
    - Once map appears fully loaded, choose AI, traffic, spawn (police)
    - Drive around a bit, making sure to pick up a police pursuit. I like to head right and go to the long freeway stretch.
    - Observe traffic working as intended: vehicles teleport/respawn as you drive into new areas, and the roads always have traffic as a result. Police chase you on sight.
    - Bring up main menu overlay from top bar
    - Freeroam, East Coast, farmhouse spawn
    - Once map appears fully loaded, choose AI, traffic, spawn (police)
    - Drive around a bit and get a pursuit on you. I like to head right from the driveway path, left at the drainage ditch, and then go toward town.
    - Within about a minute, traffic will stop respawning, with existing instances becoming "stuck" at their last locations. Police vehicles affected by this will cease chasing but keep sirens on.
    - Opening the console will show errors at this point, related to setPursuitMode
    - Open main menu overlay and enter freeroam in Utah at auto repair once more
    - AI, traffic, spawn (police)
    - Drive around a bit and get a pursuit on you. Within a minute or so, AI will break in the same way as before. If the console is open, you will see the exact moment the scripts break.
    - All subsequent free roam runs will suffer this issue until the game is closed fully and re-launched. It will only work reliably for the first map you load into.

    I hope this information is able to help isolate the issue. Looking forward to many more hours in this masterpiece of a sim!

    A solution was found. Pretty sneaky bug, actually. This will get added to an upcoming hotfix.

    Awesome! I enjoy free roam with traffic, so that's great to hear.
