I think improving the police in general would be beneficial though, maybe just not to this extent. Like making them less suicidal and more realistic pit manouvres etc
The idea is that when you're in a police car and press a certain key, for example, 'T' for a traffic stop (which can be changed, of course), the vehicle in front would be stopped for inspection! The driver could either flee or pull over, depending on chance, and you wouldn't always have to perform the stop.
