Why does the bot start to move away from the accident site after a collision with traffic and then stop?

On this subject in general.
Given the past VERY Strong year for AI picking up speed, and things only improving at an ever increasing rate moving forward, should be not expect to see vast improvements to the AI system in the not too distant future?
AI is going to feature more strongly in all software, including games, and for driving games, AI advancements for "Traffic" is almost guaranteed to get vastly better pretty soon is it not?

I mean now, I just stop with cars behind me, and they just stay there, not even driving past.
