Trying to mimic backfire flames

I'm trying to mimic the amount of flames in the normal flat map to one of the city maps so i can have backfire like this but for some reason in city maps i cant get flames anywhere near like this. I just get the normal white small clouds. Anyone know how i can mimic this in other maps or is it not possible
