How do you change the camber, toe, gears, etc?

 

you cant unless you go for the pressima stanced

 

Gears are easy to change on all cars, so are the engine stats, I'm not sure how you would change camber and toe, but if the pessima has it than it is possible to change on pretty much all cars(not saying it would be easy, but probably possible).

Well the easiest way to change camber and toe is by crashing thanks to soft body physics Seriously though you can't tune much without tweaking some files.
